I JUST HAD A THOUGHT! YES JUST ONE. Why do the STATE an national government do report cards every year on HIV ORGS. By a non biased law organization? Then questions would be answered when someone asks if agencies are meeting goals and doing what they are funded for that way funding an education can be adjusted by the score an the HIV DIRECTORS would be able to see what direction the need to steer and what grants need to be applied for an I think this would help states to on how tofund programs like RYAN WHITE or Emergency funding if things had become critical.
